May 18, 2023, the conference «International scientific and educational seminar for Scientific and Technological brokers of Russia and China (Asia-Europe)» was held. Naida Abdullayeva, Director of the Center for Advanced Development of Medicine and Technological Initiatives of DSMU, represented the University.

The actual topic of the event was the creation of an industrial design, the establishment of technological transfer, the use of a generally understandable system for assessing the readiness of technologies, the results of intellectual activity protected by law, models of partnership between universities and companies, examples of international projects, and the most promising models of cooperation.

The idea is in creating a self-sufficient innovation ecosystem for the country. The technology transfer market assumes the availability of innovation: need it — take it. Buy in Russia, outside, anywhere.

A system for assessing the availability of technology, that is, the levels of it, was examined:

  • Level 1-4: technology assessment, testing;
  • Level 5-7: development / pre-production;
  • Level 8-9: direct production.

Creating devices and services that can be used by people and companies based on scientific achievements. This is a progression on the scale of technology readiness towards high levels of readiness. Technology transfer is based on the transfer of intellectual property rights.

Also the municipal formation with the city-forming scientific and industrial complex Naukograd was presented. This is a set of organizations that carry out scientific, technical, and innovative activities, experimental developments, testing, and training of personnel in accordance with state priorities for the development of science and technology.
